Eye-catching colours with important information that is neither too brief or tedious. And I think having a character like Garfield which Year 7's are familiar with will encourage them to stop and read this poster. :]
are you sure that the pictures on the poster is copyright free?? but it is quite eye catching and colourful :D

I think this poster is effective because it uses animated characters to appeal to Year 7. It is also colourful and bold.
Good use of colour, but I agree with the previous posters - do you have the right to use those images?
